Let me explain this in the simplest way possible: Brazil is not the USA. In Brazil, racism is a crime. And crime is not protected by freedom of expression. Jokes aren't just words. Words shape ideas. And ideas lead to actions.

Why the quotation marks in the title? The story report that he expressed a series of bigoted jokes to his audience. You might disagree with the sentence - or agree with the bigotry - but you should not call a cat a 'cat'. In any case, no quotation marks were needed

Its a really bad journalism standard that indicates theyre quoting someone else calling the jokes bigoted rather than making a value judgment themselves But these days it reads like scare quotes so it looks like they're making the opposite value judgment Tho in this case it's probably on purpose

Other countries are entitled to define the boundaries of the freedoms where one person’s rights infringe on another’s differently than the US does. The US standard for incitement to violence is much more permissive than most countries.
