Multiple things are true here. This is a fascist, authoritarian administration. It has not yet fully consolidated power. Some of its efforts to do so have been frustrated. Trump is a doddering, confused egomaniac who started an unpopular war that's costing everyday people a lot of money.

This is especially galling given how cavalier this administration has been about deploying the troops and how callous they've been about their well-being while they're there. Sailors are trying to commit suicide on the USS Abraham Lincoln as the Millers soak up benefits meant for the military.

This isn't a case of abusing some loophole or misusing discretionary authority. The law is unambiguous and he's breaking it, simple as that. If Congress isn't going to do anything about breaking the law that already exists, passing another law to make it double-illegal accomplishes nothing.
