As a volunteer investigative team, we never ask for money. But we back people doing the work on the ground. We report on the detention and enforcement system. Asylee Women Enterprise supports the PEOPLE living under it. They need a permanent home in Baltimore. If you can give, please do.

This should be an open and shut violation of the Fourth Amendment, but the Patriot Act blew that door wide open and we haven’t had a congress with the integrity to shut it since.

The Office of Management and Budget released its first fiscal 2027 apportionment of ICE’s OBBBA operations money on Oct. 20. Of about $43.5 billion in the account, OMB cleared about $7 billion for this year and held $36.6 billion for fiscal 2028. Let's take a peek.

Don’t let that discourage you. Vote now, vote again in 2028, and press your members of Congress on how they will vote to rein in DHS or dismantle it entirely.

Side note re: our post earlier today. This is a good indication that more contracts are about to start flowing now that OMB has “released the funds,” so to speak.

October is nearly over, and for the first time in nearly two years, ICE's contracting activity appears to be at a record low. The agency has mostly renewed a few options here and there, and awarded a few "urgent" contracts — but we aren't seeing the massive activity that has defined the past year.

We get asked a lot: “What happens if there’s a blue wave in November?” The answer is not a lot. This money is already law. Taking it back would require a new law, and President Trump can veto it. Overriding a veto takes two-thirds of both chambers. Even if Democrats sweep, they won't have it.

And remember: Congress also passed the Secure America Act in June, adding about $70 billion for ICE and CBP through 2029. A new majority could hold hearings and attach conditions to other spending bills. But OMB, which reports to Trump and not Congress, decides how fast that money is released.

What ICE can commit to spend right now: - $3.21 billion for detention space acquisition - $2 billion for transportation and removal - $598 million to hire officers - $120 million to hire lawyers - $56 million for bonuses - $645 million for 287(g), including $453 million to reimburse local police

It may not look like much now, but OMB can release more of this money at any time by issuing a new apportionment, including from the $36.6 billion it set aside for fiscal 2028. ICE has until Sept. 30, 2029, to commit all of it. Whatever is left uncommitted then expires and can’t go to new contracts.

ICE’s own document warns that unpaid bills could lead providers to turn detainees away, and that delays in care could lead to hospitalization or death. It also says Acentra is already doing the work. As of late September, Acentra’s website said it had not started processing claims.

A death review ICE posted to its FOIA library, then removed, says guards used force on Geraldo Lunas Campos after he wrapped a sweatshirt around his neck. Nurses found him without a pulse about seven minutes later. The medical examiner ruled his death a homicide. We archived the review.

The GAO found the original contract had ICE paying for meals and services for 5,000 people when the camp held about 1,600 in February. DHS promised to switch to pricing by headcount by year’s end. The new plan for Amentum sets a fixed monthly price and does not mention that change.

Amentum began at the camp as a subcontractor to Acquisition Logistics, which won the Army’s contract in July 2025. After three deaths and an inspection that found 49 violations, ICE dropped that contractor and gave Amentum a $453 million no-bid deal in March. It was extended in July.

The justification uses circular logic: It says Amentum is the only firm that can run the camp because Amentum already runs it under a no-bid contract and owns the equipment. It says no other firm showed interest, but the March notice told companies the government was not seeking competitive quotes.
