This is a 5 alarm fire. In normal time, the final budget would look nothing like the WH budget after Congress goes to work. BUT THIS IS NOT NORMAL TIMES! They want to implement this immediately for the fy25 spend plan! Congress is weak! Treat this as a death knell for NOAA and raise some hell.
