Cheaper foreign goods were not the only reason why American factories closed. Another reason was that American consumers CHOSE not to pay higher prices for domestic goods. Trump's solution is to raise the prices of foreign goods, to remove the cheaper choice & FORCE Americans to pay higher prices.
