Congress has WAY MORE powers than just spending power. Take a look at all of Article I but particularly Sec. 8, Cl. 15 & 18. They also have impeachment and removal power. True, Democrats need to put some work into convincing FEW Republicans to SERVE THEIR COUNTRY but not all Republicans act dumb.

I can’t speak for Golden, but he represents a district that voted for Trump. I understand the point being made, especially the bipartisan handle, but Golden is relatively progressive. Politics isn’t always black and white; lots of nuance. The Democrats need a plan. Loose/stray ends look messy.
