But history shows that reparations can only be exacted from fully defeated enemies who've fallen apart so badly that they're unable to pay reparations. I remember when there was hand wringing over the casualties in the Iraq war. There was a website that kept track and I would visit it often to see how many and how they were killed. When it approached 5,000 everybody was freaked out, Russia loses that in about 4 days. So many civilians killed too
