If it’s not clear by now, pretty sure wii have the answer.

If you start a war with the right strategy, even if you get the tactics wrong, you will figure out the tactics, and win. But if you start with the wrong strategy, no matter how good your tactics are, you can't win. We learned this in Vietnam and Afghanistan where we won in the field and still lost.
