Trump bringing up the Strategic Oil Reserve indicates he is using the reserve to manipulate oil prices. There is a limit to how long this will last, Trump is just trying to hang on until after the election.

It's almost impossible and would cost billions. Just the transport would take years, but it would need to be refined. Venezuela doesn't have the infrastructure, so you'd have to build that first. So, we're talking tens of billions of dollars and over a decade.

Some American refineries could refine it if they wanted to. It’s a thing Americans never knew they needed to know, but not all oil is the same and each refinery is set up for a certain type of oil. Venezuelan oil could be potentially refined in some of the Gulf refineries.

Many gulf coast refineries are specifically designed for Latin American crude. But it is more expensive to refine And, first and foremost, these are untapped reserves. You need to build the infrastructure to get it out of the ground. And that is anything but "almost free"

Visit Colombia if you want to breathe the air polluted by Venezuelan oil.

It'll take 15 years to make it available on the market with billions of tax payers used to refine it. It's mostly tar and Sulphur.

We actually have a decent number of refineries that deal with that type of oil. Not in the quantities Trump brags about but it's definitely not nil.
