They're roughly between 4-5 grams each, so to be conservative assume 200 per 1 kg roll if you're not switching colors. You can get cheap PLA for 11-13 bucks, so we're looking at 800-1000 whistles for $50

I'm making 300 every day at a per unit cost of about a penny a pop. You can't come close to that kind of efficiency buying them premade, even when you factor in shipping costs.

If you're willing to tinker and adjust, the Ender 3 is great. Works well, but might need some tinkering that most of my autistic 3D printing friends love about it. But Bambu is the way to go for ease of use. Ender will *probably* work with minor learning, but Bambu should work out of the box.
