European football-fan here. It is ICE, but it is also in large parts the pricing. Football is a sport for common people, and common people are priced out of this one. Even if I got a personal "Get out of ICE"-card signed by Trump himself, I still wouldn't go.

It really is though. It means a significant influx of people from pretty much every major country on the planet, and the opportunity to charge ridiculous rates. Plus it indicates a general problem - foreign tourists are not feeling a trip to America like they did in the past.
