If you read the article, it’s pretty clear that “rebuilding” refers to fixing the loopholes and counter-majoritarian mechanisms that allowed them to take power and putting safeguards in place to make a second attempt at fascism less likely to succeed.

That's why we need to elect a mixture of big ideas, forward-looking people, and out-for-blood prosecutorial type people. They need to give each other room and not interfere with each other's mission.
