There are only 2 real policy responses to a housing shortage. You can either get to work building enough housing for everyone or start making a list of the types of people you want to exclude. I know which side I’m on.

If there's 8 cans of corn and 10 people need corn but a rich person has hoarded 2 cans, redistribution will help a little but doesn't address the core problem that there's not actually enough corn for everyone. And no, a can of expired corn 1,000 miles away won't help the situation.

apologies, I misunderstood what you were saying. I thought you were simply referring to the shortage of housing accessible to people, not physical shortage. obviously for the latter you need to actually build more, but that on its own won’t make sure everyone can afford a good one

Even without a housing shortage, there are people whose wages are not high enough to pay the cost of building and maintaining decent housing. They should receive subsidies from the state. However, housing shortages increase the number of people who need subsidies.
