Perhaps the one honest govt rept done on mass demonstrations that turned violent was the Kerner Commission. Although there was much more in it (ignored unfortunately), it concluded the ‘68 Chicago riot was a police riot. (I studied the LA riots in some depth—in my political science/economics days).

Sheriff's were the worst. Why hasn't LA learned over policing of peaceful protests is counter productive. Why isn't Mayor Bass stopping this overreaction.

SCOTUS gives govt prosecutors the benefit of the doubt; ie. the established principle that the government is, by virtue of its role, to be trusted and/or given the benefit of the doubt. There are many communities who’ve long known law enforcement is riddled with trouble & deserves no such leniency.
