What becomes public or in the news is only a fraction. The simplest way to deal with the financial elite is to destroy them with taxes. Court cases and regulations should continue, but the bad behavior is so widespread that taxes are the most effective way to get the stolen money back

Refunds should go directly to consumers who are the actual payers. How about a new IRS exemption of $2K per person. That's $4K for joint filers. If that totals more than was collected, consider the difference to be a fine paid to consumers.
