Anything outside of enforcement of immigration and customs laws is outside of their purview and jurisdiction belongs to local or state law enforcement. They can take names, plates, etc and refer them to local authorities but they can’t enforce laws outside of their narrow authority.

I think it's important to point out that their not having the authority doesn't mean they won't do it. It also deosn't mean that you won't beat or kill you for resisting. These are things that are settled in court later, not things that are decided on the ground.
