Like it can work for simple things like "play" and "outside" but the dog does NOT understand the concept of "cat" to the extent this video implies

Not necessarily; I dont recall if Bunny/Otter have a cat in the house (possibly yes since there's a "cat" button), but they have buttons for "small" and "big" and they often use it correctly to describe things.
