Yeah, but that's part of the point. Not everybody masks to stay anonymous. Some do it to send a message. It clogs up the system with useless reports and defuses the atmosphere of fear authorities are trying to create if there are people who signal they just don't care if they know who they are.

Protesting is legal activity. If they're going to arrest you, they'll generally do it there, unless there's video of you doing something not involved in protesting.
