The Spanish govt adopted equality action plans for LGBTI and trans rights, established an independent equality body, and fully implemented the depathologisation in the healthcare system. Some regional govs attempted to rollback these protections but were blocked by the national government.

Spain tops the ranking for the first time, moving up four places with a score of 89%, gaining 11 points this year. The government has followed through on its commitments set out in the 2023 LGBTI and trans laws and the 2022 law for equal treatment and non-discrimination.

A Dutch court has upheld the substance of a decision denying asylum to U.S. transgender woman Veronica Clifford-Carlos, the court said in a statement on Monday.

"In 2025, 40% of women aged 15 to 44 say they would move abroad permanently if they had the opportunity. The current figure is four times higher than the 10% who shared this desire in 2014, when it was generally in line with other age and gender groups."
