Planning and industrial strategies are things that only high-capacity, well-funded governments can do. Sadly, Ottawa in general is allergic to planning ahead. Otherwise we’d have finished a Royal Commission by now. And Carney is cutting government, not letting it play its essential planning role.

A competent, capable government would have been planning for the decline of the auto sector, which clearly can’t survive as is in a market that is no longer continental. And they would have a plan to keep things like steel going in Canada, not threatening lawsuits.
