True to an extent. Non-budgetary items are restricted by the Senate's Byrd rule, but the Presiding Officer of the Senate can override the Senate Parliamentarian's recommendation to remove such items. It's very uncommon to do so. Sadly, that has already happened in another issue, so no guarantees.

In some cases the meme overstates what the bill contains. I have repeatedly asked for those posting this meme's list to cite language in the bill that fully supports the meme. None have replied so far. Read for yourself.
