The large tariff mentioned is imposed when large amounts of certain dairy are exported to Canada, which would overwhelm domestic producers, but Rand Paul rightly points out that the amount which triggers this tariff has never been shipped to Canada. Never. Ever. Hence the tariff is zero%.
