Speaking from experience here. Law enforcement & military personnel are not trained to shoot for the legs. Police always fire 2 or more rounds. Both military and police aim for center mass. Basically, if they’re ordered to shoot, they won’t be aiming for legs.

I think when he says things like "I do not accept the premise of your question", I would take that as a yes. Then say "so, you would order police to shoot people in the leg then". If he tries word salad, then have the interview end on your terms and say "thank you" and that's it.
