The technical reason is likely that implementing it into dms would require them to complete the implementation of private collections (or whatever it was called) in the protocol. They're working on it but it's taking them forever (somewhat understandably since it's a very significant change)

Do you really care about privacy when you auto - ban accounts that interact on your platform using a VPN? I'm on my third account now, after catching two instant bans the very first time I sent a direct message while connected to a VPN. I filed appeals for both, which were summarily ignored.
