Cuellar's trial for money laundering, bribery and conspiracy isn't scheduled until 2026. Trump can pardon someone for a federal crime even if that person has not yet gone to trial or been convicted. Cuellar is a Democrat, which is interesting. There must be something big in it for Trump.
