That is a form of epoxy paint. Surface has to be dry before applying and it needs a few days to cure properly. One or the other didn't happen. And no razor cut that. Vehicles, anything is possible, but not likely.

I'm fairly certain that you cannot cut a cured epoxy coating with a boxcutter. Once it's cured and properly attached, it's practically impossible to remove. Removing the concrete it is attached to is easier.
