You expect Trump's cabinet to invoke the 25th Amendment? Really? Congress has the power of impeachment. The Senate can remove Trump from office after impeachment. The U.S. government is thoroughly dysfunction because the voters are very stupid, so that's not going to happen any time soon.

The 25th Amendment requires the cabinet to act and this cabinet is a bunch of toadies and bootlickers rather than public servants. It was also designed to cope with a situation where the president was physically incapable of performing the duties of the office. Not a sponge brained lunatic.
