There will always be people who will say that X happened because of Y. But cause and effect are rarely clear - especially when it comes to human behavior. When people make this sort of claim I like to ask them to show their attribution analysis. Usually they can't because they haven't done any.

As a DC resident, it is obvious why. Crimes do not happen in the areas that the National Guard patrols. I see them literally every day and have friendly relations with them. But they are not there to fight crime. That isn't even what they are trained to do.
