Well if they pull funding for the word transition then they are going to have a real problem with ALL sped funding because transition (to mainstream settings) is required to be addressed in every IEP (individual education plan).

Working in special education we had transitional programs for the ones 18 to 21. The program is to teach skills for employment in a sheltered workshop all the way up to a higher level marketable skill. But some can't understand that word being used for anything except transgender. They're too dumb!
