These two statements don't read the same. Musk's post is mostly just stating facts and acknowledging US laws (companies cannot give away missile technology). The white house statement makes no sense to anyone remotely familiar with US gov. They absolutely do control what companies can do.

Musk owns SpaceX which operates Starlink globally as part of its contract with the government. It’s highly likely Trump gave the order to slow Starlink speeds in order to help Russia attack Ukraine. An effort to make Ukraine accept peace on Putin’s terms. Musk executed it. They are both to blame.

The situation is due to Musk stating that Zelinski has gone too far. The backlash is that citizens are more aware of how dangerous it is to put so much power over defense in an individual’s hands. This is not the first time Musk has done this.

Overpromise is not exclusive from independent actions. Fail rate just refers to accuracy rates that make it more inaccurate/expensive to use the tech than a human. As we know from US politics something can be 95% wrong and still have damaging impact.
