You missed the point that he just set a precedent by appointing Lindsey Graham’s replacement - no special election, no input from the voters or local government. In November, he declares the election “compromised” and just appoints the winners of his choosing.

States run elections. If a state is worried about noncitizens voting, then pass state legislation to indicate citizenship on drivers' licenses and IDs and require this to be shown when voting. Easy, peasy, no federal involvement needed at all.
