Might also be strategic? By deporting the more law-abiding immigrants first, it both helps them goose their numbers, & means the remaining immigrants are more likely to be criminals, which could help turn public sentiment against them. Normal ppl w normal goals think doing it this way is crazy.

The problem is quotas. ICE officers have daily quotas. Any time a law-enforcement operation tries to meet quotas, there will be lawlessness BY those supposedly upholding the law. Others who did EVERYTHING RIGHT have also been arrested while obtaining green cards or citizenship because of ICE quotas.
